It doesn't mean it will start, but it usually gives a bit more information as to why it won't start. The normal advice for anybody that has installed a program but cannot start it is to try and run it from a terminal. Since I doubt I could help with the former I will try and help with the latter. I couldn't quite make out if your problem right now is that you haven't installed Symphony or you just cant start it. I will not ask the obvious question like "What is wrong with Open Office (or Libre Office)" (Although that is what I am thinking) I will just try and help.
